Welcome to our website
The Virginia Local Government Management Association (VLGMA) is a non-profit, non-partisan organization composed primarily of city, town, and county managers and key members of their management teams. Membership in the organization is offered on an individual basis. Funding is provided by dues based on members' salaries. A 19-member executive committee governs the association.

Purpose
The primary goal of the association is to strengthen the quality of local government through professional management. The association seeks to promote professional management in a variety of ways including training, networking, and resource sharing.

Our Leadership
In June 2008, VLGMA elected County Administrator of Bedford County Kathleen Guzi as its new president. The leadership team working with Guzi includes President-Elect Peter M. Stephenson, AICP, Town Manager of Smithfield; First Vice President L. Kimball Payne, III, City Manager of Lynchburg; Second Vice President Jackson C. Tuttle II, City Manager of Williamsburg; Third Vice President Stephen F. Owen, City Manager of Staunton; Secretary J. Randall Wheeler, County Administrator of Spotsylvania; and Immediate Past President Sanford B.Wanner, County Administrator of Jmaes City County.
