The Virginia Local Government Management Association (VLGMA) is a non-profit, non-partisan organization composed primarily of city, town, and county managers and key members of their management teams. Membership in the organization is offered on an individual and organizational basis. More information about the member categories can be found here. A 19-member executive committee governs the association.

Vision

Supporting local government managers building great communities through inclusion, innovation and leadership.

Purpose

The primary goal of the association is to strengthen the quality of local government through professional management. The association seeks to promote professional management in a variety of ways including training, networking, and resource sharing. Click here for VLGMA's Updated (June 2022) Strategic Plan.

Our Leadership

In June 2023, VLGMA elected W. Patrick Pate, City Manager of Manassas as its new President. The leadership team working with him includes President-Elect Deborah Kendall, Town Manager of Gordonsville; First Vice President Sara McGuffin, Town Manager of Amherst; Second Vice President India Adams-Jacobs, Town Manager of Colonial Beach; Third Vice President Danny Davis, Town Manager of Middleburg; Secretary Christian Goodwin, County Administrator of Louisa; and Immediate Past President Timothy K. Fitzgerald, County Administrator of Augusta.

Professional Conduct

The professional conduct of all members of the association is governed by the Code of Ethics of the International City Management Association. The Second Vice-President of the association heads a standing committee on ethics.

VML Affiliation

VLGMA is an affiliate of the Virginia Municipal League which serves as headquarters and a collection point for information and services.

ICMA Affiliation

VLGMA is an affiliate of ICMA, the International City/County Management Association. The mutual agreement highlights collaboration on leadership development and ethics, membership, professional development, and knowledge sharing.

Weldon Cooper Center for Public Service, University of Virginia Affiliation

The Cooper Center in collaboration with VML, provides staff support for VLGMA. The Cooper Center coordinates the two annual conferences, maintains the VLGMA web site, edits and publishes the VLGMA newsletter, and provides staff support for the Professional Development Committee and other VLGMA committees.
