April 2024

  • After two decades as Town Manager, Kyle O'Brien retires from the Town of Broadway. O'Brien previously held the same position in Grottoes.

  • Marc G. Smith will start as Town of Herndon's director of economic development on May 13. Smith comes to Herndon after serving as senior business development manager for Arlington County, a business manager for Virginia Economic Development Partnership (VEDP), and business development officer for Stafford County.

  • Scott Woodrum named Montgomery County assistant county administrator (animal care and adoption center, general services, human services, and information technology), effective April 15. Woodrum had been Montgomery’s county engineer, 2016–2019, and director of general services, 2019–present.

  • Stuart Turille has resigned as Pittsylvania County administrator effective April 16. After a decade in private sector finance, Turille held leadership positions in Florida and North Carolina localities before returning to his native Virginia.

  • Tom Woodard joins Town of Bedford as director of public works. Woodward spent nearly 20 years as public works director for City of Bradenton Beach, Florida.

  • Matthew Smolnik was named King George county administrator. Smolnik joined New Kent County in 2014 where he served as director of economic development and currently as assistant county administrator.

  • Larry “Chip” Filer, Ph.D., began as Christopher Newport University’s vice president of Facilities and Campus Operations on April 8. Filer had served as Norfolk City Manager, 2019–2023.

  • Martha J. Miller has been promoted to assistant town manager of external operations in the Town of Ashland, effective June 25. Miller has been Ashland’s community engagement manager since 2021.

  • In June, Doug Goodman will be Ashland’s assistant town manager of internal operations. Goodman had been the Town’s chief of police for 14 years before retiring in 2022, but quickly returned to serve as the Town’s administrative services coordinator then as town clerk.

  • In June 2024, Leonard Sledge, City of Richmond economic development director, will take the same position with the City of Hampton which he previously held in 2013–2018. He was held similar positions in Henry County (Georgia) and the College of William & Mary.

  • Tracy Clatterbuck has been named Madison County's planning and zoning administrator. Clatterbuck is currently the Page County zoning administrator.

  • Johnnie Thompson was appointed Fauquier County's director of human resources. Thompson has a 26-year background in HR and is currently director of HR operations with Stafford County Public Schools.

  • James M. Nichols has been named Town of Dumfries director of public works effective April 15. His has held positions as assistant maintenance superintendent, division chief/operations and maintenance, and superintendent of landscaping and grounds.

  • Melanie R. Zipp has been appointed by the Fairfax City Council to the newly created position of assistant city manager. Zipp, a LEAD alumna and VLGMA member, joined City of Fairfax in 2004 and has held the positions of city clerk and chief of staff.

  • Josh Gillespie, Goochland County’s director of community development since 2022, has been appointed deputy county administrator there effective April 29. He previously served as Orange County’s director of planning and development services and Chesterfield County’s plannind and special projects manager.

March 2024

  • Craig Meadows has been named Stafford interim county administrator effective April 3. He retired in 2023 after serving for 34 in local government including his last 14 years as Montgomery County administrator.

  • James Freas, Charlottesville neighborhood development services director since 2021, has been promoted to deputy city manager for operations effective immediately. He previously served in community and economic development leadership roles in the Massachusetts communities of Natick and Newton.

  • Tracie Morgan, Amherst town treasurer since 2016, has been named deputy town manager effective March 22. She previously served as the Cumberland County finance director.

  • Tom Carroll, Cambridge, MD city manager since 2022, has been appointed Lexington city manager effective May 1. He previous served as the village manager of Silverton, OH and as city manager of Loveland, OH.

  • Steven Carter, Albany, GA city manager since 2021, has been appointed Portsmouth city manager effective April 22. He previously served as the chief information officer for Albany, GA and Dougherty County, GA.

  • Darlene Burcham has been appointed as Franklin interim city manager effective March 27. She most recently served as Pulaski town manager.

  • Owen Snyder, Carlisle, PA assistant borough manager since 2020, has been named Leesburg assistant town manager/CFO effective April 22. He has previously served as the Carlisle School District business operations manager and the finance director of Carlisle, PA.

  • Randy Vosburg, Stafford County administrator since 2023, has been appointed Apex, NC town manager effective April 15.

  • Vincent Jones, former Warren County, NC manager, has been named Loudoun assistant county administrator effective March 14. He previously served as a deputy city manager in Portsmouth and deputy council chief of staff for the Richmond city council.

  • Alethea Predeoux, U.S. Office of Personnel Management chief of staff since 2021, has been appointed Alexandria deputy city manager effective March 18. She previously served in multiple leadership and policy roles with the AFL-CIO and Paralyzed Veterans of America.

February 2024

  • Jerri Botkin, Highland assistant county administrator since 2021, has been named interim county administrator.

  • Laszlo Palko, Manassas Park city manager since 2017, has been appointed Fairfax city manager effective April 29. He previously served as Lovettsville town manager after leadership roles in the private sector and the military.

  • Randal Vosburg, Stafford County administrator since July 2023, has announced his resignation effective April 5. He previously served as Highland County (FL) administrator.

  • Mark Bellamy, York interim county administrator since January 2024, has been named county administrator effective immediately. He joined the county in 2001 and has served as deputy county administrator, public works director, general services director, and fleet manager.

  • Phil Robinette, Saltville town manager since December 2023, has announced his resignation effective immediately.

  • Tom Raab, South Boston town manager since 2016, has announced is retirement. The date of his retirement has not been determined. He joined the town staff as finance director in 2015 after a long career as a business owner.

  • Greg Beam, Staunton Downtown Development Association executive director since 2019, was appointed Mount Jackson assistant town manager. He previously worked for non-profits and as Staunton’s recreation and parks public information officer.

  • Russell Thurston, Brookneal town manager since 2013, has announced his retirement. He previously worked in higher education and leadership positions in the private sector.

  • Eden Ratcliff was named Charlottesville deputy city manager of operations effective February 5. He previously served as Kennett, PA township manager, Greencastle, PA borough manager, and Ford City, PA borough manager.

  • Lionel Lyons began his tenure as Charlottesville deputy city manager of operations February 5. He previously served as Petersburg deputy city manager and in several leadership positions over a 28+ year career with Phoenix, AZ.

  • Christopher Quintyne, chief of staff for the Baltimore Mayor’s Office of Children and Family Success since 2022, has been named Loudoun assistant county administrator effective February 15. He previously served in Federal and local government leadership positions including Washington, DC associate director of legislative affairs, Baltimore, MD budget/management analyst, Chevy Chase, MD management assistant, and Capitol Heights, MD assistant town administrator.

  • Kirsten Pudlow, most recently an emergency planning contractor for Nampa, ID, has been named Prince George deputy county administrator effective February 1. She has also served in the Nampa mayor’s office as part of the emergency management team.

  • Amanda Jarrett, Franklin city manager since 2019, has been named Virginia Beach deputy city manager effective April 4. She previously served as president/CEO of Franklin Southampton Economic Development, Inc.

January 2024

  • Roberta Lambert, Highland County administrator since 2004, submitted her position effective January 17. She has served the county for over 45 years.

  • Ben Prescott, Farrell, PA city manager since 2020, has been appointed Westmoreland County administrator effective January 1. He previously served as a retired colonel in the Army Reserve, operated a financial planning company.

  • Bryan Chrisman, Luray assistant town manager since 2007, has been appointed town manager effective January 23. He has served as interim town manager since December 2023.

  • Retta Jackson, Hillsville town manager since 2014, has been named Christiansburg planning director. Her resignation from Hillsville is effective February 23.

  • Frank Cassidy, Warrenton interim town manager since April 2023, has been named town manager effective January 10. He joined the town in 2017 as the building inspector and has since served as public works and utilities director and community development director.

  • D.W. Langhorne, Town of Bedford public works director since 1998, has been named Bedford assistant county administrator effective February 1. He previously served as the fleet manager for Lynchburg City Schools.

  • Alex Gottschalk, Mecklenburg deputy county administrator since 2021, has been appointed county administrator effective March 1. He previously served as a legislative policy and budget analyst for Virginia Beach.

  • Stephan Bowen has been appointed Nottoway County administrator effective January 29. He previously served on the Nottoway Board of Supervisors for over 15 years.

  • Phil Miskovic has been appointed Crewe town manager effective January 8. He served over eleven years on the Crewe town council and as mayor since 2020. He most recently served as an emergency planner at the Virginia Department of Behavioral Health and Development Services.

December 2023

  • April Rounds, Essex interim county administrator since December 2022, has been appointed county administrator effective December 15.

  • Alan Archer, Newport News acting city manager since July 2023, has been appointed city manager effective December 18. He has served Newport News as assistant city manager since 2006. He previously served as Hopewell city manager and assistant city manager and Petersburg assistant city manager.

  • Brandy Rosser, Franklin County director of general properties since 2021, has been named as assistant county administrator there. She previously served as the Warren County general services director.

  • India Adams-Jacobs, Colonial Beach town manager since 2021, has been appointed Bowling Green town manager effective January 2024. She has previously served in leadership position for Petersburg, Del Ray Beach (FL), Tacoma (WA), and as an ICMA management fellow for Albemarle County

  • Steve Burke, Luray town manager since 2018, has announced his resignation effective January 1. He is returning to his previous position as the Manassas public works director. He also previously served as the Front Royal town manager. Assistant town manager Brian Chrisman has been appointed interim town manager effective January 1.

  • Mount Jackson town manager Neil Showalter died on December 8 after battling an illness for several months. He joined the town as finance director in 2009 and served as town manager since 2019. A celebration of life is scheduled for December 20 at 5:00PM at the Mount Jackson town office.

  • Chris Dorsey has been appointed Salem city manager effective January 8, 2024. He has previously served in leadership roles in three Tennessee communities: Sparta city administrator; Signal Mountain town manager; and Red Bank city manager.

  • Matt Hanratty, Blacksburg assistant to the town manager since 2015, has been appointed deputy town manager effective December 1. He has previously served the town as the housing and neighborhood services manager for the past 17 years.

  • Hope Mothershead, Richmond County director of planning and zoning since 2019, has been name county administrator effective immediately. She has served as interim county administrator since March.

  • Todd Day, Tazewell town manager since 2012, has been appointed Pulaski town manager effective February 1. He previously served as the Bluefield town manager.

November 2023

  • Brian Borne has been appointed Dayton town manager effective November 27. He previously worked in various leadership roles for communities in North Carolina including serving as city manager and assistant city manager of Monroe.

  • Amy Snider, Harrisonburg acting deputy city manager since 2022, has been selected as deputy city manager effective immediately. She joined the city as assistant to the city manager in 2019. Prior to joining the city, Snider served as a policy analyst for the DeKalb County, GA and was an ICMA Local Government Management Fellow with Smyrna, GA.

October 2023

  • Jason May, Richmond director of budget and strategic planning, has been appointed town manager of Richlands effective November 6. He previously served as Richmond deputy director of budget and strategic planning and in several local government roles in North Carolina including Kannapolis assistant to the city manager.

  • Frank Faison, retired local government manager, passed away on March 26. He led communities in Illinois, Florida, and Virginia. He served as Danville city manager and Henrico County manager.

  • Wayne Carter, Mecklenburg County administrator since 2004, has announced his retirement sometime in early 2024. He joined the county in 1989 as the zoning administrator/county planner. He later served as director of planning and environmental serves and assistant county administrator/director of planning and zoning.

  • Valmarie Turner, Loudoun assistant county administrator since 2017, has been named deputy city manager of Fairfax effective October 16. She has also served Loudoun County as acting director of finance and procurement since January 2023. She previously served several localities in Florida and Georgia in leadership positions responsible for community development, housing, and community services.

  • Brian Martin, Saltville town manager since 2018, has announced his retirement effective at the end of the calendar year.

September 2023

  • Aretha Ferrell-Benavides was appointed as Martinsville city manager effective October 6. She previously served as city manager of Duncanville, TX, Petersburg, VA, and Glen Heights, TX.

  • Douglas Keen, Manassas assistant city manager since 2021 and police chief since 2010, has been named interim city manager. He joined the city in 1987 as a police officer and has served as a lieutenant, captain, and assistant police chief.

  • Mark Bellamy, York deputy county administrator since 2018, has been named interim county administrator effective January 1. He joined York County in 2001 and previously served as public works director, general services director, and fleet manager.

  • Janelle Downs, Fauquier County government/public schools director of human resources since 2005, has been named county administrator effective August 10. She was appointed interim county administrator in May 2023 and has been with the county since 2000.

  • Beth Simms, Franklin County director of economic development since 2021, has been appointed Patrick County administrator effective October 12. She previously served as cultural and economic development director for Rocky Mount.

  • Chris Lawrence, Blacksburg deputy town manager for community development since 2016, has been selected as the next Montgomery deputy county administrator. He previously served as Vinton town manager and Blacksburg assistant to the town manager.

  • Ann Wall, Greenville, NC manager since 2016, was named Albemarle deputy county executive effective December 4. She previously served as assistant city manager of Charlotte, NC and Rocky Mount, NC. She has held several leadership positions working for Florida local governments.

  • Nathan Garrison, Shenandoah Valley Partnership’s business development manager since May 2022, has been appointed town manager of New Market effective September 18. He previously served as a regional planner for the Central Shenandoah PDC and Grottoes town manager.

August 2023

  • Phillip Vannoorbeeck, Blackstone town manager since 2011, has agreed to also serve as Nottoway interim county administrator. He will split his time serving the town and county’s elected governing bodies.

  • Ted Costin, Nottoway County administrator since 2021, agreed to a separation agreement with the board of supervisors effective immediately. He previously served VDEM as the western district manager, Greensville County as assistant county administrator and planning director, town manager of Elkton, Matthews County planning director, and Chesterfield County zoning inspector/planning technician.

  • Jim Halasz, Lexington city manager since 2019, has announced his impending retirement sometime after the first of the year. He previously served as Halifax County administrator and Staunton deputy city manager after several years working for Michigan local governments.

  • Charles Yudd, Loudoun County deputy county administrator since 2016, has announced his retirement effective August 15. He joined Loudoun in 1997 as a land use review manager and later served as program manager and assistant county administrator.

  • Pat Pate, Manassas city manager since 2013, has accepted the position of Winston-Salem, NC city manager effective November 1. He most recently served as High Point, NC assistant city manager and served in leadership positions in several other North Carolina local governments.

  • Neil Morgan, York County administrator since 2015, announced his retirement effective January 1, 2024. He previously served 27 years in Newport News rising from community development project coordinator to city manager.

July 2023

  • Olivia Hilton, Strasburg director of strategic initiatives since 2022, has been selected to serve as Mount Jackson’s assistant town manager. She also served Strasburg as interim community development director and and community development coordinator.

  • Norm Risavi, Westmoreland County administrator since 1992, has announced his retirement effective at the end of 2023.

  • Sam Sanders, Charlottesville deputy city manager for operations since 2021, has been appointed city manager effective August 1. He previously served as the executive director of the Mid-City Redevelopment Alliance in Baton Rouge, LA.

  • Jay Taliaferro, Salem city manager since 2019, has announced his retirement effective November 1. He has served Salem for 32 years and previously held the positions of assistant city manager, city engineer, and staff engineer.

  • Stacey McBride, Amherst County finance director since 2016, has been appointed deputy county administrator as well. She previously served Lynchburg and Appomattox in finance roles.

  • Glen Adams, former Purcellville interim town manager, has been appointed as Martinsville’s interim city manager effective August 1. He previously served as the city manager of Santa Fe, TX, the civilian chief of staff of White Sands Missile Range, and as an officer for 26 years as a United States Army.

June 2023

  • Angela Lawrence has been appointed as interim town administrator of University Park, MD. She previously served as town manager of Dayton and Chase City.

  • Chip Filer, Norfolk city manager since 2019, announced his resignation effective immediately. Deputy city manager Pat Roberts, and former Suffolk city manager, has been named interim city manager.

  • Wade Hugh, Prince William director of development services since 2008, has been appointed deputy county executive for community development. He has served as interim deputy county executive since February and has been with the county for 27 years.

  • Debra Collins, Alexandria deputy city manager since 2008, has announced her retirement effective July 1. She joined the city as director of human services in 2003.

  • Kate Trask, Leesburg deputy director of parks and recreation since 2010, has been named assistant town manager. She joined the town in 2004 as an the recreation and events manager.

  • Angela Hill, Montgomery deputy county administrator/CFO since 2021, has been appointed county administrator effective November 1. She joined the county in 1997 and previously served as assistant county administrator and director of financial and management services.

  • Tanya Chapman, former Portsmouth city manager, has been named director of safety and security for DC Public Library. She previously served as Portsmouth chief of police.

May 2023

  • Taylor Adams, Virginia Beach deputy city manager (since 2021)/economic development director (since 2019), has announced his resignation effective June 30. He has accepted the position of president and CEO of the Economic Development Authority of Western Nevada. He joined Virginia Beach in 2015 as a purchasing agent.

  • Glen Adams, Purcellville interim town manager since April 2023, has announced his resignation effective June 6. He previously served as the city manager of Santa Fe, TX and as the chief of staff of the White Sands Missile Range in New Mexico.

  • John Hughes, Lynchburg assistant city manager since 2016, has accepted the position of executive vice president of operations for The Institute for Advanced Learning and Research (IALR) effective June 1. He previously served Lynchburg as the children’s services act coordinator, senior family services specialist, and foster care social worker.

  • Julie Walton passed away on May 19. She served as Prince George deputy county administrator since 2019 and joined the county in 1994 in as an assistant building official.

  • Matt Reynal, Ashland deputy town manager/finance director, has been named an assistant director of Henrico County recreation and parks. He joined Ashland in 2015 as the public works operations manager and later served as assistant town manager.

  • Erin McLellan, Loudoun assistant county administrator since 2020, has been appointed deputy county administrator. She has been with Loudoun County since 2005 and previously served as the director of finance and budget/chief financial officer.

  • Catherine Schafrik, Fairfax County director of human resources since 2016, has been appointed Greene County administrator effective June 26. She joined Fairfax County in 1995 and has served in other leadership and operational roles in human resources, IT, and budget.

  • Craig Meadows, Montgomery County administrator since 2009, has announced his retirement effective November 3. He previously served as interim town manager of Red Springs, NC, city manager of Monroe, NC, and city manager of Bedford. He is a past president of VLGMA.

  • Jeremy Bryant, Amherst interim county administrator since 2022, has been name county administrator. He has been with the county for 16 years and most recently served as director of community development. He previously worked for Johnson City, TN and Lynchburg.

April 2023

  • Les Morefield, Middletown public works superintendent since 2019, has been appointed town manager there. He has been serving as interim town manager since November 2022. He has over 33 years of government experience.

  • Morgan Quicke, Richmond County administrator since 2012, has resigned to accept the position of senior manager - local government affairs with Strata Clean Energy. He previously served as the county’s assistant county administrator/director of planning and zoning and as Blackstone’s assistant to the town manager.

  • Lisa Henty, Fauquier County director of the office of management and budget since 2020, has been named the inaugural city administrator of Cortland, NY. She previously served in financial leadership positions for Alexandria and localities in North Carolina and New York.

  • Tangela Innis, Petersburg deputy city manager since 2021, has been named town manager of Dumfries. She previously served as Petersburg’s director of public works and utilities and purchasing agent.

  • Aretha Ferrell-Benavides, Duncanville, TX city manager since 2021, was terminated by city council. She previously served as the Petersburg city manager.

  • Chad Monday started as town manager of St. Paul on April 3. He previously served as Senator Bill Stanley’s chief of staff/legislative aide.

March 2023

  • Leon Towarnicki, city manager since 2013, announced his retirement effective July 31 after 41 years with the city. He previously the assistant city manager, director of public works, and city engineer.

  • Matt Lawless, Scottsville town manager since 2018, has been appointed as town manager of Shelburne, VT effective June 1. He previously served as town manager of Boones Mill.

  • Jeff Shupe has been named as the the next city manager or Norton effective July 1. He is currently serving as the finance director and has been with the city for 22 years.

  • Rebecca Horner, Prince William deputy county executive since 2020, has been named director of development services for Bellevue, WA. She previously served the county in various leadership positions including director of planning.

  • David Winsatt, Boyce town manager since 2020, has announced his resignation effective April 7.

  • Barry Moore, Galax city manager since July 2022, has announced his resignation effective April 1. He has been on a leave of absence navigating health issues. Keith Barker, former Galax city manager, has been serving as interim city manager and will resign from that role on April 10.

  • David Street, Loudoun County chief of staff since 2021, has been appointed city manager of District Heights, MD. He previously served Loudoun as a project manager and management analyst.

  • Stuart Turille has been appointed as the Pittsylvania County administrator effective April 1. He has previously served as the Petersburg city manager and Essex deputy county administrator. He has also served as the St. Paul, NC town manager and as the city manager of North Topsail Beach, NC.

  • Sam Roman, Roanoke police chief since 2020, has been named assistant city manager effective July 1. He previously served as the Lexington police chief after spending 25 years rising through the ranks of the Roanoke Police Department.

  • Angie O’Brien , Roanoke assistant city manager apprentice since July 2022, has been named assistant city manager effective March 21. She has served Roanoke in various positions in the city manager’s office and the department of social services since 2002.

  • Kim Callis, South Hill town manager since 2000, has announced his resignation effective June 30. He will be on medical and personal leave effective immediately until that time. Mayor Dean Marion has been appointed as interim town manager.

  • Geri Hazelwood, Patrick County administrator since 2020, has announced her resignation effective immediately. She previously served the county as assistant county administrator and as clerk of the board of supervisors.

  • Matt Lawless, Scottsville town administrator since 2018, has announced his resignation. He previously served as Boones Mill town manager, local government management fellow for Albemarle County, and as a human resources assistant for Charlottesville.

  • Cameron Burton has been named Bland County administrator effective May 1. She was recently promoted to assistant county administrator effective March 6. She most recently served as the county’s director of library and community services. She joined the county in 2011.

  • Bret Schardein, Powhatan interim county administrator since October 2022, has been named county administrator. He previously served as Powhatan’s deputy county administrator, assistant county administrator, and director of community development. He has also served in leadership roles for King William and Cumberland Counties.

February 2023

  • Lee Pambid has been appointed as Accomack deputy county administrator effective February 21. He has previously served in planning and zoning positions in Farmville, Strasburg, Henrico, and South Boston.

  • Amanda Kaufman has been named Staunton assistant city manager effective February 21. She previously served as Bedford deputy county administrator.

  • David Mekarski, Purcellville town manager since 2018, has resigned his position effective April 13. John Anzivino, a longtime local government manager and consultant, has been named interim town manager.

  • Doug Walker, Albemarle deputy county executive since 2015, has announced his retirement effective August 1, 2023. He joined the county in 2013 as assistant county manager. He previously served as Waynesboro city manager, Spotsylvania deputy county administrator, and Southampton assistant county administrator.

  • Amos “Buster” Nicholson has been appointed as town manager of New Market effective February 13. He most recently served as an account manager for the American Military University. He is the former town administrator of Round Hill.

  • John O’Daniel, former Richlands town manager, has been named town manager of Atlantic Beach, NC effective March 6.

January 2023

  • Chris Himes, Manassas Park assistant city manager since 2019, started as the township manager for New Garden, PA on January 23. He previously worked at J.P. Morgan Chase & Co. and served in the U.S. Navy as an officer/aviator.

  • Fred Ramey, Norton city manager since 2012, has announced his retirement effective June 30. He joined the city in 1988 and previously served the assistant city manager, planning development director, and downtown projects coordinator.

  • Robert Baldwin, Portsmouth deputy city manager and director of planning since 2013, is no longer employed by the city.

  • Greg Lunsford, Greene County director of water and sewer since July 2022, has been appointed as Elkton town manager. He was terminated from this same position in June 2022.

  • Matthew Smolnik, New Kent County director of economic development since 2018, has been named assistant county administrator there. He previously served the county as director of community development.

  • Stephen Boyer has been chosen to serve as the next Grayson County administrator effective March 1. He served the federal government for 30 years and his last position was executive assistant commissioner for Customs and Border Protection (CBP), Air and Marine Operations (AMO). He is a Grayson County native.

  • John O’Daniel, Richlands town manager since March 2021, was terminated effective January 11. He previously served as the town administrator of Williamston and Bladenboro, NC.

  • Keith Nguyen, Manassas Park assistant city manager since July 2021, has been named deputy city manager. He joined the city in June 2019 in the role of assistant to the city manager.

  • Tonya Chapman, Portsmouth city manager since June 2022, has been terminated for cause. Mimi Terry, former Portsmouth deputy city manager, has been appointed as interim city manager.

December 2022

  • Patricia Lewis, Montross town manager since 2016, retired at the end of 2022. Francine Taylor has been appointed town manager effective January 1, 2023.

  • Maurice Jones, Chapel Hill, NC town manager since 2018, has announced his resignation effective December 31. He previously served as the Charlottesville city manager, assistant city manager, and communications director.

  • Eric Workman, Bland County administrator since 2010, announced this past October that he will be stepping down from his role in the spring of 2023. He previously served as an administrator in the Bland County public schools.

  • Keith Rogers, Dumfries town manager since 2019, has been named Rocky Mount, NC city manager. His start date has not been determined. He previously served the City of Richmond as a senior policy analyst, senior assistant to the chief administrative officer, and assistant city clerk.

  • Angela Lawrence, Dayton town manager since 2019, has resigned her position effective December 16. She previously served as the Chase City town manager and as Ashland mayor and town council member.

  • Gerry Vincent, Angier, NC town manager since 2019, has resigned effective December 6. He previously served as town manager and assistant town manager of Huntersville, NC, Emporia city manager and assistant city manager, and Brunswick County administrator.

  • Sunshine Swinson, Portsmouth deputy city manager since November 14, 2022, is no longer employed by the city. She has previously served in leadership positions for both Hampton and Portsmouth.

  • Todd Walters, New Market town manager since 2017, has announced his retirement in early 2023. He previously served Christiansburg for just under 30 years.

  • Jonet Prevost-White has been named Dumfries deputy town manager effective immediately. She has served as the town’s director of public works since 2019 and previously worked for the City of Richmond and Goochland County.

  • Joseph Waltz has been appointed town manager of Front Royal effective November 30. He previously served the town for 12 years and served as town manager from 2017-2019.

  • Amy Snider has been named Harrisonburg acting deputy city manager. She has served as assistant to the city manager for the city since 2019. Before joining the city, she previously served as a policy analyst for Dekalb County, GA and as an ICMA Management Fellow in Smyrna, GA.

  • Cole Hendrix passed away on November 15. He served as Charlottesville city manager from 1971-1996. He also served as interim manager in several Virginia communities after he retired. He was very active in VLGMA and served as president in 1987-1988.

  • Bret Schardein has been appointed interim county administrator for Powhatan County. He has served Powhatan since 2016, most recently as deputy county administrator, and was also interim county administrator in 2020.

October 2022

  • C.M. Williams passed away on October 28. He previously served as Stafford County administrator from 1984-2003 and Accomack County administrator from 1967-1984.

  • Leslie Beauregard, Staunton interim city manager since February, has been appointed city manager effective immediately. She joined the city in 2019 as deputy city manager and she previously served Charlottesville as assistant city manager and director of budget and performance management.

  • Krystal Onaitis joined Goochland County as deputy county administrator on October 17. She most recently served Covington city manager and previously served as deputy chief administrative officer for Richmond.

  • Ande Banks, Harrisonburg interim city manager since earlier this year, has been appointed city manager effective immediately. He joined the city in 2009 and previously served as deputy city manager, assistant to the city manager, and director of special projects and grants manager.

  • Christopher Shorter, Baltimore, MD city administrator since 2020, has been named Prince William County executive. He previously served as an assistant city manager in Austin, TX and in several leadership positions for the District of Columbia.

  • Michael Lombardo, Essex County administrator since 2019, has announced his retirement effective December 30. He has previously worked as a local government manager in multiple communities across the country.

  • Angel Jones has been appointed city manager of Missouri City, TX. She previously served as the city manager of Portsmouth and has 30 years of government experience.

  • Trent Crewe, Bluefield town manager since 2021, has resigned effective October 25. He previously served as Mayor of Wytheville for several decades.

  • Reese Peck, a retired local government manager, has been appointed interim town manager of Buchanan. He most recently served as the interim town manager of Mineral. He also served as the town manager of Bowling Green and as the Essex County administrator.

  • Ned Smithers, Powhatan County administrator since 2020, resigned effectively immediately. He previously served as the Henrico County director of finance.

  • Wayne Sutherland, retired Wytheville town manager, passed away on October 9. He served the town for 40 years total, including 4 years as assistant town manager and 36 years as town manager.

  • Juston Stauder, New Kent assistant county administrator since 2019, has been named Bedford County deputy county administrator effective November 1. He joined New Kent in 2017 as environmental programs manager and worked in similar roles in Prince George County and Lynchburg.

  • Jeremy Bryant, Amherst County director of community development since 2006, has been named interim county administrator effective immediately. He previously served as an environmental inspector for Lynchburg.

  • Brenda Garton has been named interim Greene County administrator. She is a retired Virginia local government manager who has served in multiple interim roles.

  • Vaden Hunt, Pittsylvania County attorney since 2011, has been named Pittsylvania interim county administrator.

  • Dean Rogers, Amherst County administrator since 2014, has resigned his position effective October 5. He most recently served as the Louisa County Water Authority general manager. He previously retired from the United States Air Force at the rank of colonel after a 28 year career.

  • Michael Bender has been appointed as Bath County administrator effective October 17. He recently finished a 28 year career with the City of Richmond Police Department where he last served as a division commander.

  • Mark Taylor, Greene County administrator since 2019, has been named as the Spotsylvania County school superintendent. He previous served as county attorney for Accomack and Spotsylvania Counties.

  • Wendell White passed away on September 15. He served as town manager of Grundy, assistant city manager and city manager of Hampton, city manager of Charlotte, NC, and director of the Virginia Institute of Government.

  • Steve Wright joined Gloucester as deputy county administrator September 1. He most recently served as an administrator of the planning, analytics, and customer service unit for the Montgomery County, Maryland Department of Health and Human Services.

  • Bret Schardein has been promoted to deputy county administrator of Powhatan County for the areas of economic development, planning/zoning and building inspections. He has served Powhatan since 2016 in the roles of assistant county administrator, director of community development, and interim county administrator.

  • Will Hagy has been appointed as deputy county administrator of Powhatan County for the areas of public utilities, parks & recreation, facilities and grounds maintenance. Prior to joining Powhatan, he served as the director of social services for Sussex County.

  • Laura Tiggs, Alexandria deputy city manager since 2014, resigned effective September 9. She joined the city in 1998 and has served as deputy director of finance/comptroller, director of finance, and as the chief finance officer.

  • Tim Hall, recently retired Henry County administrator, has been named interim executive director of the Uptown Partnership in Martinsville.

  • Jim Campbell passed away on August 21. He served as the executive director of the Virginia Association of Counties for 25 years before his retirement in 2016.

  • Chris Martino, retired Prince William County executive, has been appointed Warrenton interim town manager effective August 22.

  • Greg Patrick, Norfolk director of budget and strategic planning, has been appointed Lynchburg deputy city manager effective September 28. He previously served Norfolk as a budget team lead and as a management analyst.

  • Bonnie Jewell, Spotsylvania assistant county administrator, has been named as Rappahannock’s assistant county administrator effective September 12. She has served in various finance roles in in her local government career.

  • Steven Hicks, Front Royal town manager since 2020, was terminated by the town council effective August 8. He previously served in various leadership positions in several communities in North Carolina and Virginia.

  • Concetta Manker has been named interim city manager of Hopewell effective immediately. She has been serving as the city’s IT director.

  • Barry Moore has been appointed Galax city manager effective August 15. He most recently served as the chief executive officer of the Better Business Bureau of Central Virginia and in leadership positions at Liberty University and the Virginia Tech Pamplin College of Business.

  • Brandie Shaeffer has joined Amazon Web Services as a principal for Global Infrastructure Expansion. She most recently served as Warrenton town manager.

  • Terry Nicholson was appointed as the town manager of Narrows earlier this month. He previously served as a code enforcement officer and residential building inspector for Radford, as Blacksburg museum administrator, and as executive director of the Historic Smithfield Plantation.

  • John Barkley, city manager of Winslow, Arizona since 2018, has been appointed city manager of Charles Town, West Virginia effective August 15th. He previously served as Round Hill town administrator and Greene County administrator

  • March Altman, most recently Hopewell city manager, has been appointed Petersburg city manager. He has previously served in leadership roles for Petersburg and Powhatan County.

June 2022

  • Brandie Schaeffer, Warrenton town manager since 2018, has announced her resignation. She will continue in her role until council makes a decision regarding the search process. She previously served as the town’s director of community development.

  • Steve Rosenberg has been appointed as the Albemarle County attorney effective July 27. He previously served as city manager and deputy city manager of Staunton.

  • Jason Kroboth, Loudoun County director of transportation and capital infrastructure since 2013, has been appointed assistant county administrator there. His prior experience also includes a number of positions with the city of Hagerstown, Md. and Washington County, Md., including director of Public Works and director of Fire and Emergency Services in Washington County.

  • March Altman, Hopewell city manager since 2018, has resigned effective August 10. He previously served as Petersburg deputy city manager and Powhatan deputy county administrator for community development.

  • Jay Scudder, former Buena Vista city manager, has been named interim town manager of Crewe.

  • Greg Lunsford, Elkton town manager since 2020, has been terminated. He previously served as the assistant community manager and lieutenant of public safety for the Ocean Reef Community Association in Key Largo, FL.

  • Tonya Chapman has been named Portsmouth city manager effective June 28. She previously served on the Virginia Parole Board and as Portsmouth police chief.

  • Amanda Kaufman, Bedford deputy county administrator since 2019, has announced her resignation effective June 15. This is a planned break from local government to pursue some personal interests and she plans on returning to the profession in the near future. She previously served as deputy city manager of Marion, IA and was an ICMA Local Government Management Fellow for Olathe, KS.

  • Randal Vosburg, Highland County, FL county administrator since 2018, has been appointed as Stafford County administrator effective July 5. He previously served as Highland assistant county administrator and he worked for the Polk County, FL Sheriff’s Office.

  • Reid Wodicka, Lynchburg deputy city manager since 2018, has been named deputy superintendent of operations and strategic planning for Lynchburg city schools. He previously served as Bedford deputy county administrator and town manager of Elkton and Woodstock.

  • Bill Shepley, Grayson County administrator since 2017, announced his retirement effective August 10. He previously served as a hospital administrator.

  • Candice McGarry, Nelson County director of finance and human resources since 2018, has been named interim county administrator effective June 3 and will take over as county administrator August 1. She has 22 years of local government experience and will be the first woman to serve as Nelson County administrator.

  • Noah Simon, interim executive director of Waco City Center, has been named city administrator of Aldedo, TX. He has served in local government leadership positions in Texas, Georgia, Minnesota, and Virginia. He previously served as city manager of Lexington and deputy town manager of Culpeper.

  • Fred Presley, former Stafford County administrator, has been named town manager of Wetherfield, CT effective May 9. He previously served Stafford as deputy county administrator and in multiple local government positions in Rhode Island.

  • Michael Smith, retired Stafford County deputy administrator, has been named interim county administrator effective April 20. He previously served the county as director of public works, director of utilities, assistant director of utilities, and began his career as a wastewater treatment plant operator.

  • Jeff Stoke, Prince George interim county administrator since December 2021, has been appointed county administrator effective April 13. He joined the county in 2009 and previously served as deputy county administrator - economic development and as the economic development director.

  • Stuart Turille, Petersburg city manager since July 2021, resigned effective March 25. He had been on administrative leave briefly. Retired Petersburg public safety director Kenneth Miller has been named as interim city manager.

  • Julie Kaylor, Mathews deputy county administrator/clerk, announced her resignation effective April 6. She has served Mathews County since 1999.

  • Reid Walters, Independence town manager since 2018, has been appointed as the Alleghany County administrator effective May 16. Prior to his appointment in Independence, he served as town manager in the North Carolina communities of Spencer and Bethel and as an elected alderman in the Town of Spencer.

  • Romona Carter, Powhatan County Director of Public Works since 2015, has been selected to serve as the Mathews County administrator effective April 4. Before that, she served for seven years as Assistant Director of Field Operations for the Western Virginia Water Authority. Prior to coming to Virginia in 2004, she lived and worked in British Columbia, Canada, and Pine Bluff, Arkansas.

  • Ashton Harrison, Bath County administrator since 2013, has been named Rockbridge County finance director effective April 1. He had been in municipal administration since 2002. Before coming to Bath, he worked in Dolores County, Rico, Kremmling and Montezuma County, all in Colorado.

  • Earl Mathers, an executive manager with the Berkley Group, has been appointed interim town manager of Abingdon effective immediately. He retired in 2019 from a lengthy career serving in leadership positions for local governments, the federal government, and higher education.

  • Richard Hicks, Pittsylvania deputy county administrator since 2017, has been appointed interim city manager of Elizabeth City, NC effective March 21. He previously served North Carolina governments for 40 years including 23 years as town manager of Farmville, NC.

  • Fred Presley, Stafford County administrator since 2020, will resign effective April 22. He joined the county in 2017 as deputy county administrator.

  • Steve Carter, Nelson County administrator, has announced his plans to retire effective July 31. He has served the county for 24 years.

  • Clarence Monday has been appointed as interim county administrator for Pittsylvania County effective February 1. He has served in several interim positions since his retirement. He previously served as Pittsylvania County administrator from 2014-2017.

  • Michael Morris, director of Stafford County’s parks, recreation and community facilities since 2016, has been appointed deputy county administrator there effective January 31. He previously served as the director recreation and parks in Annapolis, MD.

  • Jimmy Morani, Abingdon town manager since 2019, has mutually agreed with the town council to resign effective February 28. He previously served as the city administrator of both Columbia, IL and Vandalia, IL and as the village administrator of New Baden, IL.

  • Trish Davidson, Rockingham County director of finance, has been promoted to assistant county administrator of finance and operations effective February 1. She has served the county in her current role since 2016.

  • Retired Chesterfield County administrator Jay Stegmaier passed away on January 20. Jay served the county for 37 years and retired in 2016.

  • Steve Rosenberg, Staunton city manager since 2019, resigned January 19 effective immediately. He previously served as deputy city manager when he joined the city in 2013.

  • Michael Rogers was named Charlottesville’s interim city manager effective January 31. He previously served the Robert Bobb Group as the Petersburg chief operating officer/chief financial officer. His past public service has been as city administrator of the District of Columbia and as executive director of Metropolitan Washington Council of Governments.

  • Jodi Miller has been appointed as the Garner, NC assistant town manager. She most recently served as Durham, NC deputy/general manager. She previously served as Williamsburg deputy city manager for 16 years.

  • David Lilly, Gretna town manager since the early 1980s, passed away on December 26. He started with the town as a water treatment plant operator and served the community for over 40 years.

  • Brad St. Clair has been named Montgomery County assistant administrator effective December 6. He began his career in 1999 with the Montgomery County Sheriff’s Office and most recently served as chief deputy sheriff.

  • Elijah Johnson, Prince William deputy county executive for human services since 2014, has been named interim county executive effective January 1. He previously served as Prince William’s director of housing and community development and as the housing programs supervisor for the Alexandria Redevelopment and Housing Authority.

  • Jeff Stoke, Prince George deputy county administrator since 2011, has been named interim county administrator effective December 4. He has served as the county’s director of economic development since 2009 and previously served in economic development positions in New York and Virginia.

  • Bill LaVecchia, retired Henrico County manager, passed away on November 11. He started his career in Athens, TN as city engineer and later served as town manager of Blacksburg. He began his Henrico career in 1959 as planning director and retired as county manager in 1992.

  • Marc Woolley has been named interim city manager of Charlottesville effective December 1. He most recently served as the business administrator of Harrisburg, PA.

  • Brent Fedors, Gloucester County administrator since 2016, has stepped down from his position due to a medical situation. He previously served as the vice president with the facilities management division of AECOM.

  • Gary Christie, Central Virginia Planning District Commission executive director since 2004, has announced his retirement effective April 30. He previously served as the New Kent County administrator.

  • Todd Kilduff, associate and commercial and economic development market leader for Dewberry Engineering, has been named Hanover deputy county administrator. He previously served as a a deputy county administrator, assistant county administrator and director of public utilities in Goochland County.

  • Brian Solis, Virginia Beach assistant to the city manager, has been named Chesapeake deputy city manager effective November 22. He has served in various leadership positions for Virginia Beach over the last 22 years. He began his local government career in Chesapeake in 1995 as a planner.

  • Michael Johnson, Southampton County administrator since 1996, has announced his retirement effective June 2022. He has served the county since 1985.

  • Michael Bollhoefer, Winter Garden, FL city manager since 2005, has been appointed Frederick County administrator effective November 16. He has served Winter Garden in various leadership roles for 25 years.

  • Manuel Alvarez has been appointed Goochland interim county administrator effective August 9. He previously worked in executive roles at Altria for over 30 years.

  • Jason Cournoyer, Leesburg management and budget officer since 2014, has been appointed Lovettsville town manager effective September 27. He previously served in various positions in state and local government in Virginia and North Carolina.

  • Charlie Dane, Hopewell assistant city manager and economic development director, retired effective July 1. His 40 year career in government included two stints with Hopewell and service to Chesterfield County and Petersburg.

  • Former Staunton city manager, Bernie Murphy, passed away on July 25 in Cape Cod, MA. He served local governments for 50 years including his time in Staunton from 1992-2000.

  • Retired Virginia local government senior executive Dick Bains passed away on August 2 in Williamsburg. He previously served as the county administrator of Goochland, Prince George, York, and Stafford.

  • Ted Costin has been appointed as the Nottoway County Administrator effective August 23. He most recently served as the western district director of the Virginia Department of of Emergency Management. He has also served as Greensville assistant county administrator and planning director, Mathews County planning director, Elkton town manager, and planning technician and zoning inspector for Chesterfield County.

July 2021

  • Michele DeWitt, Williamsburg economic development director since 2005, has been appointed as assistant city manager in that community effective August 2. She previously worked for the Commonwealth of Virginia and Middlesex County.

  • Chris Miller, most recently the executive director of the North East Texas Regional Mobility Authority, has been appointed King George County administrator effective July 12. He has previously served in regional and local government leadership roles in Alabama and Colorado.

  • Don Unmissig, Cumberland County administrator since 2019, has resigned to take a civilian position with the Virginia Department of Military Affairs.

  • Kenny Young, Goochland County administrator since September 2020, has resigned. Deputy county administrators Jo Ann Hunter and Barbara Horlacher will jointly fulfill the duties of county administrator until a permanent appointment is made.

  • Waverly Coggsdale, Altavista town manager since 2005, has been appointed as the town manager of Strasburg. He previously served as Southampton assistant county administrator for 13 years.

  • John Doane, former city manager of Lexington and Falls Church , passed away on June 24. He served other local governments as the city manager and as an international consultant to USAID, helping form and reform local governments in developing countries throughout the globe .

June 2021

  • Vivian Caulkins-McGettigan, York deputy county administrator since 2013, retired effective June 1. She previously served as the chief internal auditor of the Prince William County public school system and Hanover County director of finance.

  • Drew Mullins, Pound town manager since March 2021, will resign from his position effective June 30. The resignation was related to an assault at a town council meeting and significant budget cuts.

  • Charlotte Woolridge, Brunswick County administrator since 2006, has been appointed Greensville County administrator effective August 9. She has over 25 years of experience working in both state and local government.

  • Mark Jinks, Alexandria city manager since 2016, has announced that he will retire sometime before the end of the year. He has served Alexandria since 1999, first as chief financial officer and then deputy city manager.

  • Brian Gordon, Madison County director of emergency communications since 2018, has been appointed interim county administrator in that locality effective July 1. He began his service to the county as a dispatcher in 2005.

  • Karl Carter, Buckingham assistant county administrator since 2013, has been appointed county administrator effective July 1. He joined the county in 2006 as finance director.

  • Mindy Conner, Mathews County administrator since 2012, has announced her retirement effective July 31 so she can focus on her recovery from a rare sarcoma. She has served in local government leadership positions for a total of 30 years in Virginia including prior service as the town manager of Clarksville and Montross.

  • Matt Settlemyer has been appointed city manager of Galax effective July 1. He has previously served town manager of the following North Carolina communities: Mocksville, Black Mountain, and Drexel.

May 2021

  • Wynter Benda, Norfolk chief deputy city manager since 2017, has been appointed as Lynchburg city manager effective August 4. He also previously served Norfolk as deputy city manager and assistant to the city manager.

  • Albert Moor, Suffolk interim city manager since September 2020, has been appointed city manager by the council. He previously served the community as deputy city manager and as the assistant director of planning and community development.

  • Sam Sanders has been appointed as Charlottesville deputy city manager for operations effective July 12. He currently serves as the executive director of the Mid City Redevelopment Alliance in Baton Rouge, LA.

  • Jack Hobbs, Madison County administrator since 2017, has announced his retirement effective June 30. He was also appointed as the next town administrator of Sunset Beach, NC effective July 15.

  • Stuart Turille, Essex deputy county administrator since 2018, has been appointed Petersburg city manager effective July 1. He previously served as the town manager of North Topsail Beach, NC and town administrator for St. Paul’s, NC

  • Mary Beth Price, retired Shenandoah county administrator, has been appointed as interim administrator for Frederick County effective July 2. She most recently served as Winchester interim city manager.

  • Mary Jane Costello, Madison assistant county administrator/finance director, was terminated at the end of April.

  • Todd Kilduff, former Goochland deputy county administrator for community development and economic development, has joined Dewberry as an associate and senior project manager. He previously served as Goochland’s assistant county administrator and director of public utilities.

  • Derek Stamey, former Goochland deputy county administrator for operations, was named Hanover County’s director of parks and recreation. He previously served as Goochland’s interim county administrator and parks and recreation director.

  • Jo Ann Hunter has been promoted to deputy county administrator for community/economic development and public utilities. She previously served as the county’s director of community development.

  • Barbara Horlacher has been promoted to deputy county administrator for administrative services for Goochland. She previously served as the county’s director of financial services.

  • John Anzivino, former senior vice-president of Springsted (Baker Tilly), has been appointed as Nottoway’s interim county administrator. During his local government career he previously served as the town manager of Warrenton and county administrator of Amelia and Caroline.

  • Jay Brown, City of Richmond director of budget and strategic planning since 2014, has been appointed as Hanover deputy county administrator for administrative services effective June 16. He previously served as the Charles City assistant county administrator and director of finance.

  • Wyatt Pearson, Strasburg town manager since 2017, has been appointed as Frederick County director of planning and development effective May 4. Jay McKinley was appointed as Strasburg interim town manager.

  • Brian Freeman, Wytheville assistant town manager since 2020, has been appointed town manager effective June 2. He previously served as director of planning and has been with the town for 13 years.

  • Clarence Grier, former Guilford County, NC deputy manger, has been appointed as deputy city manager of Roanoke. He also previously served as assistant county administrator of Orange County, NC.

  • Jon Lanford, Allegheny County administrator since 2016, has been appointed Botetourt assistant county administrator effective July 9. He has served Allegheny County since 2003 first as public works director and then assistant county administrator.

  • Melissa Lewis, Bowling Green town manager since February, has announced her resignation effective May 14. She had served as interim town manager since August 2020 and previously served as town clerk/treasurer.

  • Stefanie McAlister, Virginia Department of Emergency Management operations manager, has been appointed town manager of Grottoes. She previously served as a regional coordinator for Virginia Information Technologies Agency and was the GIS manager for Rockingham County.

  • Robert Wood has been appointed as Rocky Mount town manager effective May 1. He previously held leadership positions in several Texas communities. He most recently served as the interim city manager of Bastrop and also served as the city administrator of West Lake Hills and as the city manager of Flatonia.

  • Cody Sexton, Botetourt assistant to the county administrator since 2018, has been selected as the Vinton assistant town manager effective May 3. He has previously served in various administrative roles with Botetourt and Stafford counties.

  • India Adams-Jacobs, Petersburg assistant to the city manager since 2019, has been appointed town manager of Colonial Beach effective April 26. She has previously served in various leadership and administrative positions in Delray Beach, FL, Tacoma, WA, and Albemarle County.

  • Ashley Marshall has been selected as the Charlottesville deputy city manager for racial equity, diversity, and inclusion effective May 10. She has served as the chief executive officer of the YWCA of Central Virginia since 2018.

  • Gary Cifers, Greensville County assistant administrator, has been appointed to serve as the interim county administrator effective immediately.

  • Brenda Parson, Greensville County administrator since 2019, was terminated without cause effective April 2. She served the county for 32 years and held in several positions including assistant county administrator and finance manager.

March 2021

  • Susan McCulloch has been appointed town manager of Buchanan effective April 12. She previously served as Pittsylvania County’s economic development project manager the last two years and worked for 10 years as Martinsville’s community planner and zoning administrator.

  • John Prosise, Nottoway County deputy administrator, has announced his retirement no later than June 30. He began serving the county in 1993 as county planner, was named assistant county administrator in 2005, and deputy administrator in January 2021.

  • Angel Jones has been appointed city manager of Portsmouth effective April 12. She has previously served as the city manager of Gaithersburg, MD and as the assistant city manager of Eugene, OR.

  • Kris Tierney, Frederick County administrator since 2017, has announced his retirement effective July 1. He has served the county in various leadership roles since 1988 including zoning administrator, deputy planning director, and deputy county administrator.

  • Graham Wilson, Poquoson assistant city manager since 2017, passed away on March 10 due to complications from COVID-19. He previously served as the Poquoson commissioner of the revenue for 18 years and also served as the chief deputy commissioner of the revenue for Hampton.

  • Jane Bennett, Pound town manager, has resigned from her position effective March 10.

  • Daniel Finz, Lawrenceville town manager since 2020, submitted his resignation effective February 17. He previously served as the Manassas Park assistant to the city manager.

  • John O’Daniel has been appointed as the Richlands town manager effective March 15. He previously served as the town administrator of Williamston, NC and Bladenboro, NC.

  • Neiman Young, former King George County administrator, has been named assistant city manager of Corpus Christi, TX.

  • Bobbie Tassinari, King William County administrator since 2018, announced her resignation effective immediately. She previously served as deputy county administrator and director of finance.

  • Rebecca Carter, Buckingham County administrator since 1997, has announced her retirement effective June 30. She has served the county continuously in various roles since 1986.

  • Dr. Linda Milsaps, executive director of the George Washington Regional Commission since 2018, has been appointed as the Floyd County administrator effective March 1. She previously served as the research director of the North Carolina Association of County Commissioners and has held several positions in state government and the private sector.

  • Larry Hughes, an executive manager with The Berkley Group, has been named King George interim county administrator. Since his retirement, he has served in interim positions in Dumfries, Lovettsville, and Sussex County.

  • Aaron Grisdale, Woodstock deputy town manager since 2019, has been appointed town manager there effective February 27. He previously served as the director of zoning and inspections for Winchester.

  • Trenton Crewe has been appointed as the town manager of Bluefield. He has served as interim town manager since November. He previously served as the mayor of Wytheville for 28 years.

January 2021

  • Neiman Young, King George County administrator since 2017, announced his resignation effective after the February 16 board meeting. He has accepted a position in North Carolina. Dr. Young previously retired from a 23-career as an officer in the Army.

  • Keith Barker, Galax city manager since 2009, has announced his retirement effective June 14. He has served in various positions for the city since 1992.

  • John Blair, Charlottesville interim city manager since 2020, has been appointed Stuanton city attorney effective this March. He previously served as the city attorney. Chip Boyles, Thomas Jefferson Planning District Commission executive director, has been appointed city manager effective February 13.

  • Sherman Stovall, Roanoke deputy city manager, has announced his retirement later this year. He has been with the city since 1994 and has served in a variety of leadership roles.

  • Kenneth Miller has been named Petersburg interim city manager effective February 20. He retired last September as the public safety director for the city.

  • Jason Tyree, Buchannan town manager since 2018, has been appointed as city manager of Buena Vista effective March 15. He preivously worked for Lynchburg in the community development department.

  • Angela Clem, Woodstock town manager since 2016, has been named human resources director for Harrisonburg effective March 1. She has served the town in various roles since 2006.

  • Ronnie Roark, Nottoway County administrator since 1974, announced his retirement this past December effective April 1. He will take vacation starting January 1 through the end of his tenure.   • Letitia Shelton, Charlottesville deputy city manager since 2019, has announced her resignation effective February 19. She previously served in multiple leadership roles for DeSoto, TX and Richmond, VA.

  • Aretha Ferrell-Benavides, Petersburg city manager since 2017, has resigned her position effective February 19. She has been appointed as the city manager of Duncanville, TX.

  • Larry Barton has been appointed as Dickenson County administrator effective December 21. He previously served as the finance director for the Dickenson County public schools for the last 5 years.

  • Lincoln Saunders, Richmond chief of staff, has been named acting chief administrative officer. He will fulfill this role while the current chief administrative officer, Lenora Reid, continues to recover from a medical event.

  • Richard “Pete” Peters has been appointed town manager of Vinton effective January 1. He has been serving as interim town manager and previously as assistant town manager and director of economic development since 2015.

  • David Moore, Dickenson County administrator since 2010, announced his resignation effective December 15. Before his service to the county, he served as a public accounting auditor for 11 years.

November 2020

  • Tim Taylor, Richlands town manager, has announced his retirement in the spring of 2021. He has served in this position for over 30 years.

  • Reece Peck, town manager of Bowling Green since 2017, retired effective December 1. He previously served as the Essex County administrator.

  • Reed Fowler, Gloucester County deputy administrator since 2018, is no longer employed by the county as of November 1. He previously served as public works director for Newport News. Assistant county administrator Carol Steele has been named interim deputy county administrator.

  • Steven Hicks has been appointed town manager of Front Royal effective December 7. He previously served as the town manager of Selma, NC and has over 25 years of local government experience.

  • Rob Ritter, Lovettesville town manager since 2018, has been terminated by the town council. Rob previously served as town manager of Dumfries and Chincoteague. Sam Finz has been appointed interim town manager.

  • Kevin Hughes has been appointed acting deputy city manager of Suffolk. He has served as the director of economic development since 2010 and has been with the city since 2005.

  • Reba Mohler, town manager of Clifton Forge since July 2020, has resigned effective at the end her 30 day notice to the town council. She previously served for 9 years as the city administrator of Roncerverte, WV.

  • Gene Dishner passed away November 2. He served over 38 years in leadership positions in Virginia state and local government. He was Scott County's first county administrator and the first director of both the Department of Housing and Community Development and the Department of Mines, Minerals, and Energy.

October 2020

  • Nathan Garrison, Grottoes town manager since 2018, resigned his position effective October 28 to join the Virginia Department of Transportation. Joe Paxton, an executive manager at The Berkley Group, has been named interim town manager and will assist council with the transition.

  • Anne Lewis has joined Baker Tilly as director of public sector executive recruitment. She most recently served as assistant administrator in Loudoun County and previously served as deputy city manager in Harrisonburg.

  • Paul Oberdorfer, Charlottesville deputy city manager since 2019, has been appointed city manager of Piqua, OH. He most recently served as Charlottesville's public works director after a 19 year career with the Ohio Department of Transportation.

  • Mike Watson, Bluefield town manager since 2009, has been appointed as county administrator of Carroll County effective November 9. He has served in various roles for the town of Bluefield since 2004.

  • Doug Stanley has been appointed as county administrator of Prince Edward effective November 16. He previously served as the Warren County administrator for 20 years.

  • Sara Carter returned to full-time duty as town manager of Amherst September 28 after recovering from an accident.

  • Steve Cover, Virginia Beach deputy city manager of public safety since 2016, has announced his retirement at the end of 2020. He previously served the city as the fire chief and began his career as a firefigher when he was 16. He is the past president of the Virginia Fire Chiefs Association.

  • Patrick Roberts, Suffolk city manager since 2015, has resigned effective October 2. He also served Suffolk as deputy city manager and assistant director of planning and community development. He previously worked for the City of Richmond. Deputy city manager Al Moor has been named interim city manager.

  • Terri Morris, Floyd County administrator since 2015, announced her impending retirement at a recent board of supervisors meeting. She has served the county in various roles for over 35 years.

  • James Ervin, Rocky Mount town manager since 2007, announced his retirement effective April 2021. He previously served in leadership positions with the city of Bedford (now town). He is the immediate past president of VLGMA.

  • Tarron Richardson, city manager of Charlottesville since 2019, resigned his position. He previously served in leadership positions in DeSoto, TX, Richmond, VA, and Coatesville, PA. City attorney John Blair has been named interim city manager.

July 2020

  • Barry Thompson, town manager of Vinton since June 2016, announced his retirement. His last day in the office will be July 31 and Pete Peters, assistant town manager/economic development director, will serve as interim town manager starting August 1. Barry had previously made public his plans to retire this past February. He began his service to Vinton in 2004 as finance director/treasurer and previously served as assistant city manager of Bedford.

  • Kim Payne, an executive manager with the Berkley Group, has been appointed to serve as interim town manager of Amherst while town manager Sara Carter continues to recover from an accident. He previously served as city manager of Lynchburg and county administrator of Spotsylvania.

  • Bob Childress, Warren deputy county administrator since 2010, has announced his retirement effective August 31. Prior to his local government service, he worked for VDOT as the assistant resident engineer and assistant resident administrator for the Luray Residency.

  • Monica Spells, assistant county administrator of Beaufort County, South Carolina, has been appointed assistant county administrator of Loudoun County effective September 3. Her experience also includes service in the private and public sector, including the South Carolina Military Department.

  • Samia Byrd, Arlington deputy county manager, has been appointed as the chief race and equity officer. She joined Arlington County in 2007 and has also previously served as assistant county manager and principal planner.

  • Doug Stanley, Warren County administrator since 2000, involuntarily resigned his position effective July 31. He has served Warren County since 1994: first as zoning administrator and then planning director.

  • Melissa Rollins has been appointed as the Surry County administrator effective June 11. She had served as the acting county administrator since January. Melissa previously served as the Surry assistant county administrator and director of finance and technology. She also was the director of finance for the city of Franklin.

  • Derek Stamey has been appointed as the Goochland interim county administrator. He joined the county in 2009 as the director of parks, recreation, and facilities management and has served as the deputy county administrator of operations since 2016.

June 2020

  • Ed Daley, former city manager of Hopewell and Winchester, will receive the ICMA Distinguished Service Award. The ICMA Distinguished Service Award is given to a manager retired for at least two years and who has made an outstanding contribution to the management profession and local government. He previously served as President of ICMA. He currently serves as an ICMA senior advisor and provides support and mentoring for active members in the profession.

  • Ned Smither has been appointed Powhatan County administrator effective August 1. Has has served as the Henrico County director of finance for the last 3 years and has over 16 years of local government experience.

  • Donna Krauss has been appointed to the position of Stafford deputy county administrator effective July 1. She has served over 20 years with the county, most recently serving as director of community engagement and human services.

  • Darlene Burcham, town manager of Clifton Forge since 2010, has joined The Berkley Group's Executive Transition Assistance team and will serve as the interim town manager of Pulaski effective July 1. She previously served as the city manager of Roanoke and as the deputy city manager of Norfolk.

  • Bryan David has been hired as the program director of GO Virginia Region 3 through a partnership with the Weldon Cooper Center for Public Service.   • Shawn Utt, Pulaski town manager since 2013, has been appointed as the Smyth County administrator effective July 13. He previously served in several community and economic development roles for Pulaski County, Radford, and the New River Valley Regional Commission.

  • Nichole Hair, deputy town manager of Pulaski since 2015, resigned her position effective July 5. She recently accepted an offer to serve as the economic development manager of Virginia's Industrial Advancement Alliance.   • Brannon Godfrey has resigned as the town manager of Hartford, Vermont effective August 1. He previously served as city manager, deputy city manager and town manager in Virginia for 20 years.

  • Jimmy Sydnor, town manager of Tappahannock since 2016, has announced his retirement at the end of June. He has served the town for 25 years, including 13 as assistant town manager.

  • C.J. Dean, town manager of Lawrenceville since 2000, has accepted the position of director of municipal services for the town of South Hill. He started his local government career in Lawrencville in 1990 as a water treatment plant operator. Town council appointed Everette Gibson as interim town manager.

  • Erin McLellan was appointed as an assistant county administrator for Loudoun County effective March 26. She previously served as the county's chief financial officer and director of the department of finance and budget.

  • John Budesky has been appointed as the Hanover County administrator. He will begin in his new role as soon as July 1, but no later than September 1. He is currently the Goochland County administrator and has previously served as a local government senior executive in Hanover County, the City of Manassas, and New Kent County.

  • Michael Stallings has been appointed as the town manager of Smithfield effective April 20. He has served as the town manager of Windsor since 2010.

  • Larry Hughes has been appointed as interim county administrator for Sussex County. He is part of The Berkley Group's Executive Transition Assistance team. He previously retired as the city manager of Manassas.

  • Mary Beth Price has been named interim city manager of Winchester effective March 17. She previously retired in 2019 after serving as the Shenandoah County administrator. She also served in various leadership positions with both Shenandoah County and the Town of Strasburg.

  • Roy Kime, town manager and zoning administrator of Irvington, resigned effective immediately.

  • Rhonda Russell has been named assistant county administrator/community development director of Charles City County. She previously served as the assistant director of planning-comprehensive planning for Newport News.

  • Monica Smith-Callahan has been named deputy county manager for community affairs of Henrico County effective February 18. She is currently serving as the assistant superintendent of policy, equity, and communication for the Virginia Department of Education.

  • William Kerbin, Jr., town manager of Onancock since 2016, has been appointed the municipal manager of Woodstock, Vermont effective March 25.

  • Brian Thrower, former town manager of Smithfield and city manager of Emporia, has been appointed town manager of Crewe.

  • Eden Freeman, city manager of Winchester since 2014, has submitted her resignation effective March 16. She has accepted an offer to be the deputy city manager of Greenville, South Carolina

  • Brenda Garton has been named interim county administrator of Orange County effective January 15. She most recently served as the interim city manager in Lexington.

  • Tom Foley, county administrator of Stafford County since 2016, has announced his retirement effective July 1, 2020 after 30 years of service to Virginia local governments. He previously served as county executive of Albemarle County and county administrator of Caroline and Cumberland Counties.

  • Julie Walton has been named deputy county administrator for Prince George County. She has served as the director of community development and code compliance since 2012 and has been employed by the county since 1994.

  • Jonathan Lynn, Surry County administrator since March 2019, was asked to resign his position by the board of supervisors at their January 2 organizational meeting. Melissa Rollins, the assistant county administrator, has been named acting county administrator.

  • Ted Voorhees, Powhatan County administrator since 2017, was asked by the board of supervisors to provide his resignation effective December 6.

  • Tom Rose, Patrick County administrator since 2011, did not have his contract renewed by the board of supervisors and has been removed from his post effective immediately.

  • Jay Scudder has stepped down from his position as city manager of Buena Vista. He has served in that role since 2011. He has agreed to continue to serve as the interim city manager while the city council conducts its search for the next manager.

December, 2019

  • Greg Sides has retired from his position as assistant county administrator of Pittsylvania County effective December 20. He served in that role for 11 years as part of his 22-year career with the county.

  • Jay Taliaferro has been named city manager of Salem. He has served as acting city manager since January and started working with the city in 1991.

  • Bryan David, Orange County administrator since 2014, was terminated by the Board of Supervisors.

  • Darlene Burcham, Clifton Forge town manager since 2010, and former city manager of Roanoke, did not have her contract extended by the town council. The contract will expire on June 30, 2020.

  • Mike Taylor, Saltville town manager since 2010, passed away after a year-long battle with cancer.

  • Jim Bourey, former Newport News city manager, has joined the firm of McGill Associates.

  • Brenda Garton, Frederick County administrator since May, 2015, resigned.

  • Debbie Keyser, Rappahannock County administrator since May, 2016, resigned.

  • Kris Tierney, assistant county administrator for Frederick County since 2000, and deputy administrator since 2016, has been appointed interim administrator there.

  • William L. (Bill) Shepley, an executive consultant to hospitals and the healthcare industry, has been appointed Grayson County administrator, effective July 10.

  • Aretha Ferrell-Benavides, city manager for Glenn Heights, Texas, has been appointed Petersburg city manager.

  • Gary Shanaberger, a business analyst at Longwood University’s Small Business Development Center, has been appointed manager for the town of Appomattox.

  • Douglas L. Smith, interim city manager for Norfolk since December, 2016, has been appointed manager there.

  • William H. (Bill) Ashton II, interim town manager for Herndon since February, has been appointed manager there.

May, 2017

  • Zach Trogdon, Charles City County administrator since 2012, has been appointed executive director of the Williamsburg Area Transit Authority effective mid-June.

  • Ed Long, Fairfax County executive since 2012, and a County employee for almost 40 years, announced his retirement effective September 15.

  • Wyatt Pearson, planning and zoning administrator for the town of Strasburg since 2014, has been appointed manager there.

  • Lee Catlin, assistant executive for Albemarle County, and a 25 year county employee, has announced her retirement effective November 1.

  • Alex Vanegas, public works director for the town of Purcellville, has been appointed interim manager there.

  • Robert (Rob) Ritter, former Chincoteague town manager, has been appointed manager for the town of Dumfries effective May 15.

  • Laszlo Palko, Lovettsville town manager for the past 2.5 years, has been appointed city manager for Manassas Park.

April, 2017

  • A. Reese Peck, former Essex County administrator, has been appointed Bowling Green town manager.

  • Ryan Spitzer, Strasburg town manager, has announced that he is leaving that post effective May 3rd to become town manager for Pineville, NC.

  • Steve Biggs, Christiansburg town manager since July, 2016, died of a self-inflicted wound. Assistant town manager Randy Wingfield, has been appointed interim town manager.

  • Charlie Kolakowski, town manager for Bedford for the past 11 years, has been appointed Northampton County administrator, effective May 22.

  • Bart Warner, assistant town manager for Bedford, has been appointed interim manager there.

  • Rob Lohr, Purcellville town manager for the past 25 years, has announced that he will retire from that post effective July 1.

  • Michael Mason, finance director and acting administrator for Accomack County, has been appointed administrator there.

March, 2017

  • Jim Bourey, city manager for Newport News since 2013, resigned. Cindy Rohlf, assistant city manager, was appointed acting city manager.

  • Sanford (Sandy) Wanner, retired James City County administrator, and veteran of multiple interim assignments, has been appointed interim executive director for the Newport News/Williamsburg Airport Commission.

  • Diane Hyatt, 30 year Roanoke County employee, including assistant administrator from 2009 until her retirement in 2012, passed away.

  • Dan Campbell, Madison County administrator, has announced his intention to retire effective September 1.

  • Cindy Rohlf, acting city manager for Newport News,  has been appointed city manager there.

  • Ted Voorhees, former Fayetteville, NC city manager, has been appointed Powhatan County administrator.

February, 2017

  • William (Bill) O'Brien, retired, long-time Rockingham County administrator, and current Virginia Resources Authority chairman, passed away.

  • Mark Reeter, former Bedford County and Washington County administrator, has been appointed King William County administrator, effective March 1.

  • Kurt Hodgen, city manager for Harrisonburg since 2007, has announced his retirement, effective October 31.

  • Chris Morrill, city manager for Roanoke since 2010, is leaving that post to become executive director of the Government Finance Officers Association, effective May 1.

January, 2017

  • John Rowe, former Portsmouth, Suffolk, and Emporia city manager, has been sworn in as mayor of Portsmouth.

  • Art Anselene, town manager for Herndon since 2007, and, prior to that, parks and recreation director for 30 years, has announced his retirement effective February 28.

  • Dennis Carney, planning and zoning administrator for the town of Windsor, has been appointed manager/clerk for the town of Keysville.  He is Keysville's first town manager.

  • Jim Chandler, assistant city manager for Caribou, Maine, has been appointed deputy town manager for public works for the town of Amherst.

  • Jack Berry, former Hanover County administrator, CEO for Venture Richmond, and Richmond mayoral candidate, has been appointed interim assistant city manager for Petersburg.

  • Bill Ashton, information technology director for the town of Herndon, has been appointed interim manager there.

  • Robert (Bob) O'Neill, former ICMA executive director, Fairfax County executive, and Hampton city manager, has joined Davenport & Company.

  • Joshua Farrar, deputy manager and interim manager for the town of Ashland, has been appointed manager there.

  • Clarence Monday, recently retired administrator for Pittsylvania County, has been appointed interim manager for the town of Appomattox.

  • Douglas Smith, city manager for Margate, Florida, has been appointed city manager for Colonial Heights, effective in March.

  • Rebecca "Becky" Dickson, former deputy administrator for Chesterfield County and administrator for Goochland County, passed away after a valiant battle with cancer.

  • Doug Fawcett, Fredericksburg's director of public works since 1997, and a CAO in several localities prior to that, has been appointed assistant city manager there.

  • Ande Banks, acting deputy city manager for Harrisonburg the past 7 months, has been appointed deputy manager there.

December, 2016

  • John H. Hughes IV,  Children's Services Act coordinator for the city of Lynchburg, has been appointed assistant city manager there.

  • Neiman Young, currently a company commander for the US Army at Ft. Bragg, NC, has been appointed administrator for King George County.

  • Tom Foley, Albemarle County executive since 2011, and deputy there for 11 years, has been appointed Stafford County administrator, effective February 1, 2017.  Doug Walker, deputy county executive, has been appointed interim executive effective that same date.

  • Steve Miner, Accomack County administrator since 2004, has announced his retirement from public service after 32 years, effective January 31, 2017, and his plans to join a private consulting firm.

  • Timothy Wilson, former town manager for South Boston, has been appointed Essex County administrator.

  • Sabrina Joy-Hogg, chief deputy city manager for Norfolk since 2011, has been appointed deputy city manager for Charlotte, NC.

  • Mike Mason, director of finance for Accomack County, has been appointed acting administrator effective February 1, 2017.
